What happens when file is Deleted from Recycle Bin? Can Data Recovery done?

In our computer we have a number of different files, some are for system files and some for personal files. So sometimes we need to delete some files and in future we need that deleted file back, so can the Data Recovery be done for these file? Let see what happen in back ground. File deletion can be done by two way in (Windows Operating System). First we simply deleted by right click on file and select delete open, and the file has sent to the recycle bin of the OS, these types of files can be restored from the recycle bin.
What happen when the file has sent to the recycle bin? Actually the file is not sent to recycle bin, it is still located at the same place of the hard disk. The deleted file name and file path has removed and stored in Recycled folder it is a hidden folder. Now the file gets new name and new file path and stored in a file INFO2, a hidden index file, located in in recycled folder. When you restore you file from recycle bin, its gets original file name and path from the Recycled folder and file is restored to the original location.
What happens when we deleted files from the Recycle Bin and can the Data Recovery be done for such files? I am again saying that file still exists there, operating system only changes the directory entry and indicate the space occupied by these files Is now free to use and when ever OS needs space to write another file, can use this space. We can only recover deleted files until it is not overwritten by other files, else you loss you file for ever and no software or data recovery company can recover you files.
Second way of file deleting is shift + delete, lets see what happens in back ground. This is the same case as we deleted our file from the recycle bin.
Some times we deleted our file and after later we come to know the need of deleted files. What should we do to over come from these situations? We have two way whether we take regular data back up or recover deleted files. In the market software for both service are available, for data back we need only install a data backup software like Stellar Instabackup software and set a backup schedule, it will create a regular backup at the give time interval in a very compressed file, for file recovery we need data recovery software to recover deleted files.
